INVITATION TO SUBMIT THE PRE-QUALIFICATION APPLICATIONS FOR THE DEVELOPMENT, CONSTRUCTION, OPERATION, AND MANAGEMENT OF A VEHICLE REGISTRATION SYSTEM USING RADIO FREQUENCY IDENTIFICATION (RFID) ON A PUBLIC-PRIVATE PARTNERSHIP (PPP) BASIS
1. Invitation
Tender Committee for the implementation of RFID System of the Ministry of Transport and Communications (MoTC) hereby invites the Pre-qualification Applications from the Interested PPP Developers (Myanmar-owned Companies and/or Joint Ventures of Myanmar and Foreign Companies) for development, construction, operation, and management of a vehicle registration system using the radio frequency identification (RFID) on a public-private partnership (PPP) basis.

Project Type Build-Operate-Transfer (BOT) is applied.
Project Area Nationwide of the Republic of the Union of Myanmar
Project Period - Development and establishment period: 2 years
- Operation and management: 7 years from the date of completion of the system establishment
Business Model - The revenue for the developer will be generated from the fees to be collected by attaching tags to motor vehicles (automobiles and motorcycles) in Myanmar.
- 10% of the tag fee will be shared with the government of Myanmar (90% to the developer.)
Project Scope - Redevelopment of the Current C/S Based Vehicle Registration System using the RFID Tag
- Development and deployment of Web-Based Vehicle Registration System + Driver’s License Management
- Development and deployment of RFID Collection System
- Development and deployment of CCTV collection System
- Development and deployment of Illegal/Crime/Crackdown System
- Establishment of one (1) main data center and three (3) control centers (RTAD HQ, Traffic police and Highway police)
- Installation of two hundred and twenty-three (223) pole structures and field systems at 113 RFID sites nationwide
- Installation of ANPR, evidence cameras, and radars at 113 sites nationwide with the power supply and communication network connections, etc.
3. Basic Qualifications of the Applicants
• The Applicants shall be a Myanmar-owned company.
• Considering the technical and financial aspects, the Myanmar-owned company(ies) may take part in the bidding as a Joint Venture with foreign company (ies) that has/have been financially supportive and technically specialized in the scope of the project. However, in this case, the Myanmar-owned company shall take a lead role in the Joint Venture.
• The number of members of the JV must be less than five (5).
4. Bidding Processes and Schedule
• Bidding and evaluation process will be conducted in two (2) stages:
• Stage 1 for Pre-qualification evaluation,
• Stage 2 for Bid Proposals for prequalified applicants only
• The Pre-qualification Documents can be purchased from 22 January 2024 to 5 February 2024.
• Pre-application meeting will be held on 22 February 2024 at the designated place in the Pre-qualification Documents.
• The deadline of application submission is (14:00) of 21 March 2024 at the designated place in the Pre-qualification Documents.
• The opening of the Pre-qualification Applications will take place on the same day of the deadline of application submission at the place designated in the Pre-qualification Documents.
• After evaluation, only Prequalified Applicants will be invited to bid for the project.
5. Purchase of the Pre-qualification Documents
• Interested Applicants may purchase the Pre-qualification Documents by submitting a written application to the following address and upon payment of a non-refundable fee of [MMK 500,000 ]. Payment for purchasing the Pre-qualification Documents must be done to the Account of Road Transport Administration Department: Account No. MD-011296, Myanmar Economic Bank, Nay Pyi Taw. The Pre-qualification Documents can be obtained at the following address during the working hours of Myanmar Government:
